Heat Saver Loan 2019 Updates

  • Borrower interest rates: Effective as of January 1, 2019, new borrower interest rates will be:

  • Eligible Project Types:
    • Fossil fuel boilers and furnaces will only be eligible for Heat Saver Loan financing until March 31, 2019.
      • All other project types allowed in 2018 will be allowed in 2019.
    • New project types will be added, effective January 1, 2019:
      • Advanced wood stoves (pellet and cord wood), and
      • Whole-house space heating heat pumps (ducted and hydronic)
    • Any additional changes in project eligibility type will be promptly relayed to contractors.


  • Contractors: Borrowers must use an Efficiency Excellence Network (EEN) contractor, except for the following cases:
    • Solar hot water heating; contractor must be listed on the Renewable Energy Vermont website as a member in the Solar Category
    • Advanced wood stoves; contractor must be a participating retailer in Efficiency Vermont’s pellet and cord wood stoves program. Eligible retailers can be found on Efficiency Vermont’s Find a Contractor page
